why is russia/udssr together but germany west/east divided?

Because Russia / USSR were one country to begin with; separated later, however, West and East Germany were two countries joined recently.
It is an internationally accepted approach.

USSR doesn’t exist anymore. But Kashakstan, Georgia, Estland. Lithuania, Ukraine, Belarus (and what have you) are independent countries. So why shouldn’t they be ranked with their own medals??
